Code requires that fire alarm systems are tested periodically, with the most common period being annually, although some parts of the overall fire protection system require more frequent testing. Furthermore, many cities require that testing is done by certified or licensed testers.
ISC has tested systems for many years. We are not certified or licensed to test all systems, but we have a network of affiliated testers that are certified or licensed for every city and agency in Soouthern California.
One of the problems with required system testing in that last few decades is the increasing lack of thoroughness and quality throughout the process. Unfortunately, many people in our business have lost sight of the fact that quality is more important than the lowest price because the penalty for missing a defect that could exacerbate a actual emergency is so high.
Instead, testing often becomes a bidding war that is more about getting the lowest price rather than a quality test. This has gotten to the point where any tester who wins a bid must move very quickly through the procedures, potentially missing problems, because he or she cannot make money if they really take the time to do a comprehensive test. And since many testing companies are willing to participate in the bidding war, quality is suffering.
ISC cannot remedy this situation on our own. All we can do is to hold the line on quality vs. price in the testing that we do. We will give our customers the best price we can for testing the comprehensive way we think is necessary for us to submit an honest report. We might not get all of the testing contracts we could, but we can sleep well at night after our tests.
